"Do things the same way as always" Popielarczyk is now chief of police. No one says these people are bad people. They're just the "old guard" with no new ideas. Maybe nobody else wanted the job. Who knows.<br /><br /><br />These politicians wanted things to remain the same (even go backwards). The voter did not. <br /><br /><br />Business as usual?
