Seems the only way you stop this kind of thing happening on the local level is to defund the current police structure and revamp and fund an entirely new structure that protects citizens from police abuse of power.
The other thing ... no public funds should be used in the defense of police officers who kill unarmed citizens or use excessive force.
You also have to have an independent citizens review board in black communities (and elsewhere) with subpoena power and under the purview of the DOJ.
